2.) M-: hints_display_url_panel=true
3.) M->
4.) Notice the bottom-most links.
5.) f

Result:
Bottom-most links are hinted, but hint numbers/letters are obscured by the mode line.

Expected Result:
Bottom-most links should remain visible.

resolved by kettler's hints-minibuffer-annotation-mode

(The variable hints_display_url_panel has been removed, and in its place,
hints-minibuffer-annotation-mode provides the same feature, but in a way
that doesn't take up additional vertical space in the window.)
