If you use the browser objects system to focus a select element, the options
list pops open.  But if you tab to it, the list does not pop open.  The fact
that it does not pop open automatically is good because it is unobtrusive for
when tabbing through form elements.  However there should be a command so that
the list can be popped open with a key binding.
